KuvarSend Payouts

Debits your balance and credits the linked KuvarSend wallet in one database
transaction. A 201 (or a 200 replay) means the money has already moved — there is no
pending state. amount is what you send in the destination currency; the recipient fee is
deducted from it, and source_amount is what you were charged, in source_currency
(your balance's own currency). Send a unique
Idempotency-Key; retrying the identical request returns the same payout_id with 200
and never debits twice. Requires payouts:write.
